INTERFUND TRANSFER

Pursuant to the provisions of Section 27-105-367 of the Mississippi Code of 1972, as amended, the Board of Supervisors of Yazoo County, Mississippi hereby gives notice of the following:
THAT there currently exists a surplus balance of $79,495.36 in the Yazoo County 2002B Refunding Bond Special Fund (“2002B Special Fund”);
THAT the monies in the 2002B Special Fund were authorized to be used for the payment and retirement of the Yazoo County 2002B Refunding Bond;
THAT the Yazoo County 2002B Refunding Bond has been fully and final paid and retired;
THAT the Yazoo County Board of Supervisors proposes to transfer the aforesaid 2002B Special Fund surplus balance to the Yazoo County Rubbish Special Fund to be used for the payment of expenses associated with Yazoo County’s garbage collection activities;
THAT any qualified Yazoo County electors wishing to object to said proposed transfer must do so in a signed petition filed with the Yazoo County Chancery Clerk no less than thirty (30) days following the date of the first publication of this notice.

TO: ALL OWNERS AND PERSONS INTERESTED IN THE TINSLEY FIELD, YAZOO COUNTY MISSISSIPPI:

Take notice that Denbury Onshore, LLC (the “Applicant”) has filed an application with the Mississippi State Oil and Gas Board requesting authority to drill the TFU 2S-15 #1 well in the  Tinsley Field, Yazoo County, Mississippi, (“the Well”), to be utilized as an approved Class II enhanced oil recovery saltwater and/or carbon dioxide injection well.
The proposed location of the well is 150 feet from the south line and 1603 feet from the east line. The proposed bottom hole location is 114 feet from the south line and 1984 feet from the east line of Section 2, Township 9 North, Range 3 West, Yazoo County, Mississippi.
Applicant requests authority to drill said well as an approved Class II enhanced oil recovery injection well through an injection interval of 5,097 feet to 5,122 feet below the surface but, in any case, to include the entire Tinsley CO2 Oil Pool as set out in the Unit Order. If necessary, the Applicant will place a liner inside the casing string to protect or provide mechanical integrity. The Applicant may also deepen the well, as necessary, to place the liner in the wellbore.  The well will be utilized for pressure maintenance and secondary recovery operations on the Field Unit, a compulsory field wide unit in the Tinsley Field.
Applicant’s administrative permit application in this matter is on file in the offices of the Mississippi State Oil and Gas Board located at 500 Greymont Avenue, Suite E, Jackson, Mississippi, where it is available for public inspection during usual business hours.
Any interested persons wishing to submit written comments to the Mississippi State Oil and Gas Board regarding this administrative permit application must do so within twenty (20) days following the publication of this public notice.

ORDINANCE OF THE CITY OF YAZOO CITY, MISSISSIPPI AMENDING THE CITY OF YAZOO CITY, MISSISSIPPI CODE OF ORDINANCES TO AMEND WARD LINES FOR THE ELECTION OF ALDERMEN; AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH   
    
WHEREAS, the City of Yazoo City, Mississippi is a Special Charter Municipality, and as prescribed by law, the Board of Mayor and Aldermen has adopted a redistricting plan in accordance with the 2012 Census figures to establish new ward lines for the election of aldermen; and
WHEREAS, notices of a scheduled public hearing were published in The Yazoo Herald, the newspaper of general circulation in the City of Yazoo City, Mississippi on September 29, 2012, October 3, 2012, and October 6, 2012 to ensure that citizens were informed and had ample opportunity to offer input concerning the redistricting of ward lines; and  
WHEREAS, the Board of Mayor and Aldermen held a public hearing on October 8, 2012 at which time the public was allowed to provide comments on a tentative redistricting plan submitted by the redistricting consultants with input from the Board of Mayor and Aldermen that was available for public inspection at City Hall, in the Office of the City Clerk; and
WHEREAS, the Board of Mayor and Aldermen requested that the City Engineer review the proposed maps and legal descriptions to assure accuracy prior to adoption; and  
WHEREAS, the Board of Mayor and Aldermen after considering all comments and analyzing the redistricting plan set forth in this ordinance is of the opinion that the plan adheres to the requirements of the Voting Rights Act, and is the plan best suited for ensuring fair and effective representation for all residents of the City of Yazoo City, Mississippi.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF MAYOR AND ALDERMEN OF THE CITY OF YAZOO CITY, MISSISSIPPI, IN COUNCIL CONVENED, AS FOLLOWS:

PUBLIC NOTICE
TO: ALL OWNERS AND PERSONS INTERESTED IN THE TINSLEY FIELD, YAZOO COUNTY MISSISSIPPI:

Take notice that Denbury Onshore, LLC (the “Applicant”) has filed an application with the Mississippi State Oil and Gas Board requesting authority to drill the TFU 2S-15 #1 well in the  Tinsley Field, Yazoo County, Mississippi, (“the Well”), to be utilized as an approved Class II enhanced oil recovery saltwater and/or carbon dioxide injection well.
The proposed location of the well is 150 feet from the south line and 1603 feet from the east line. The proposed bottom hole location is 114 feet from the south line and 1884 feet from the east line of Section 2, Township 9 North, Range 3 West, Yazoo County, Mississippi.
Applicant requests authority to drill said well as an approved Class II enhanced oil recovery injection well through an injection interval of 5,097 feet to 5,122 feet below the surface but, in any case, to include the entire Tinsley CO2 Oil Pool as set out in the Unit Order. If necessary, the Applicant will place a liner inside the casing string to protect or provide mechanical integrity. The Applicant may also deepen the well, as necessary, to place the liner in the wellbore.  The well will be utilized for pressure maintenance and secondary recovery operations on the Field Unit, a compulsory field wide unit in the Tinsley Field.
Applicant’s administrative permit application in this matter is on file in the offices of the Mississippi State Oil and Gas Board located at 500 Greymont Avenue, Suite E, Jackson, Mississippi, where it is available for public inspection during usual business hours.
Any interested persons wishing to submit written comments to the Mississippi State Oil and Gas Board regarding this administrative permit application must do so within twenty (20) days following the publication of this public notice.

THAT the monies in the 2002B Special Fund were authorized to be used for the payment and retirement of the Yazoo County 2002B Refunding Bond;
THAT the Yazoo County 2002B Refunding Bond has been fully and final paid and retired;

WHEREAS, on June 23, 2008, Robert L. McCaleb and Dixie M. McCaleb executed a Deed of Trust to James E. Smith Jr., Trustee for the benefit of Heritage Banking Group, as recorded in the office of the Chancery Clerk of Yazoo County, Mississippi, in Book 363B at Page 302; and,
WHEREAS, on December 1, 2010, the aforesaid Deed of Trust was modified by a Modification of Real Estate Deed of Trust as recorded in the office of the Chancery Clerk of Yazoo County, Mississippi, in Book 388B at Page 690; and,

Kuhn, a married couple, executed a Deed of Trust to Tim Williams, Trustee for the benefit of 21st Mortgage Corporation, as recorded in the office of the Chancery Clerk of Yazoo County, Mississippi, in Book 392B at Page 77, reference to which is hereby made; and

THAT there currently exists a surplus balance of $79,495.36 in the Yazoo County 2002B Refunding Bond Special Fund (“2002B Special Fund”);
THAT the monies in the 2002B Special Fund were authorized to be used for the payment and retirement of the Yazoo County 2002B Refunding Bond;
THAT the Yazoo County 2002B Refunding Bond has been fully and final paid and retired;
THAT the Yazoo County Board of Supervisors proposes to transfer the aforesaid 2002B Special Fund surplus balance to the Yazoo County Rubbish Special Fund to be used for the payment of expenses associated with Yazoo County’s garbage collection activities;
